Great quote. It reminds me of the biblical quote, "He that is without sin, let him cast the first stone" which made the people around Jesus consider their own consciences and they departed.
Perhaps if we stopped to think more often, we wouldn't hand out criticism so regularly.
People hand out criticism because they know they can and because they know the other person won't always be in a position to defend themselves.
But it says more about the person throwing out the criticism than it does for the person on the receiving end. It's practically bully tactics and amounts to that person being a bully.
The only time criticism is warranted is if it is constructive, and then it's important the other person understands that. This quote isn't about anything constructive.
